Carver and Roach investigate the murder of an informant. An escaped prisoner takes a woman hostage. PC Pete Ramsey is transferred to Sun Hill and immediately causes trouble. A homeless mother's desperation leads to a horrific situation. Roach becomes obsessed with bringing down gangster Pat Duffy.
