Oy vey (Yiddish: אױ װײ) is a Yiddish phrase expressing dismay or exasperation. Also spelled oy vay, oy veh, or oi vey, and often abbreviated to oy, the expression may be translated as "oh, woe!" or "woe is me!"

The E at the end is soft, "eh". It's Ooh-veh, or Ooh-weh, depending upon the Swede pronouncing it - some turn all Vs into Ws, some make an effort to pronounce the V as we do in English.

I know to change VEH to OOO with the בומפ rule. Like חוף וברכה you’d say oo-brecha. But sometimes I hear the VEH change to OO before words that don’t start with bet vav mem or peh. Like אני אמשיך לחיות ולבלות I heard that pronounced OO levalot. Why is this? What is the rule?

There are more than oo and ve. However, just like @Osuwari said, almost everyone just pronounces it as 've' always. You probably justifiably don't care, I don't even know them all either. Still, I can tell you some simple more common ones: 'u' before labial sounds (בומפ). Basically whenever it comes before these four letters, it's pronounced וּ.
