Under the constitution and laws of SFR Yugoslavia, the Yugoslav People's Army was a part of the armed forces with the Territorial Defense as the joint armed forces of all working people and citizens of Yugoslavia.

Initially lasting between April 1992 and June 1992, it involved the Croatian Defence Council (HVO) and the Army of the Republic of Bosnia and Herzegovina (ARBiH) fighting against the Serb-dominated Yugoslav People's Army (JNA) after Bosnia and Herzegovina declared its independence from Yugoslavia.

The JNA consisted of the ground forces, air force and navy. It was organized into four military regions which were further divided into districts that were responsible for administrative tasks such as draft registration, mobilization, and construction and maintenance of military facilities.
