IEC standard 61511 is a technical standard which sets out practices in the engineering of systems that ensure the safety of an industrial process through the use of instrumentation. Such systems are referred to as Safety Instrumented Systems.

IEC 61511 covers the design and management requirements for SISs from cradle to grave. Its scope includes: initial concept, design, implementation, operation, and maintenance through to decommissioning.

IEC 61511-1:2016 gives requirements for the specification, design, installation, operation and maintenance of a safety instrumented system (SIS), so that it can be confidently entrusted to achieve or maintain a safe state of the process.

The IEC 61511 series is process industry specific within the framework of the IEC 61508 series. The IEC 61511 series sets out an approach for SIS safety life-cycle activities to achieve these minimum principles.

IEC 61511 is a process industry derivative of IEC 61508, a risk based standard, which utilises the concept of an Electrical/Electronic/Programmable Electronic based control system in order to implement autonomous means of risk reduction, against a pre-defined unwanted hazardous deviation in a process.

The risk graph method is described in both IEC 61508 & 61511 and is an excellent means of quickly assessing and screening a large number of safety functions so as to allow effort to be focused on the small percentage of critical functions.
