The HAZOP process provides an assessment of the effect of individual events and their mitigation through existing safeguards to determine whether or not a design change or additional layers of protection are required.

The HAZOP and SIL are based on global standards (IEC 61882 for HAZOP and IEC 61511 for SIL). In this section, we introduce the existing HAZOP and SIL, their limitations, and the improvements that are possible via their combination with HSE engineering.

As part of the project scope a full set of safety studies were completed, including hazard and operability (HAZOP) study and safety integrity level (SIL) assessments using the layer of protection analysis (LOPA) methodology.

The Safety Instrumented Function (SIF) identified as a safeguard in the HAZOP, were taken into the Safety Integrity Level (SIL) Assessment to calculate SIL demand of the respective SIF.

Applying the well-known principles of IEC 61508/61511, we can facilitate and lead Safety Integrity Level (SIL) assessments using methodologies such as Safety Layer Matrix, Risk Graph and Layers of Protection Analysis (LOPA).

SIL determination is also called as Target SIL Determination or SIL Assessment or sometimes Layers of Protection Analysis [LOPA]. Here, allocation of safety functions to protection layers is assigned, SIFs are determined and for each SIF the target safety integrity requirements.
