The Army Corps of Engineers moved to release massive quantities of water in Central California, panicking local officials.

The U.S. Army Corps of Engineers has released water from two reservoirs in the foothills of the southern Sierra Nevada to meet President Donald Trump’s recent directive to funnel more water to Southern California, but some officials there question whether it will actually prove helpful.

Trump lost more than two-thirds of the lawsuits filed against his rules in his first term. His win rate of 31% was lower than that of the three administrations prior, according to an analysis by the Institute of Policy Integrity at the New York University School of Law.
